How To Create A New brigade unit ?? please teach me

i want to create a new brigade unit ..it name is 'warplane' ...i already add a new warplane.txt in unit file , and type

command = {
type = activate_division_type which = warplane }

in Wright & Langley's Aeroplanes ... but download scenario is error...why ???

not possible as you can only modify an existing brigade.
