How to create the Kingdom of Italy with France

Hi all , i dont know How to create the Kingdom of Italy with France, I check out all the cities except milan required which is controlled by Italy is one of my satellite.
I do not understand how to have Milan I can not declare war on my satellite

That event is still broken.

Needs to be fixed in the next patch or by modding.
