hey do i need to have the 1.07 patch before i download the eep? i am running 1.00 currently?
And in the name of all that is good, don't play 1.00. The newer patches are much much better.

Just right-click on any of the selectable shields at the top of screen when you click on one of the scenarios in the list of scenarios on the left of the screen.
You can play any state you want in EU2.

to play as a minor, right click on any of the major sheilds when you pick a scenario. a huge list will appear. left click on whatever nation you want to play. now select that nation by clicking on it (like you would any major). click start
