Can someone please tell me how to add a picture to a certain province. I trying to turn several provinces into urban provinces, and wish to display a pic of that city.

Create a picture named ill_prov_XXXX.bmp (replace XXXX with your province ID - for example ill_prov_300.bmp is the picture for Berlin) in gfx\interface\
remember, the pic only works then in a new game, not in a saved game because it saves the terrain of a province in the EUG file, but that is not moddable.
You're wrong here. Indeed the provinces info is stored in .eug file but it's plain text and you can easily open it in any word processor, e.g. Notepad, Wordpad or Word.
The province info goes just after info on sunken ships in almost very beginning of the file.
