I'm brand new to this mod and sometimes have trouble finding specific people. In particular I was hoping to find Viserys before he died, and Aemon before he swore his oath to the Night's Watch.

I know the mod uses book dates and not show dates, but I should still be able to find these guys somewhere.

I'm also not that familiar with CK2 itself, so perhaps there is a "search for character" option in the new game screen I'm oblivious to?

There's a "Find Character" tab that narrows your search down, but doesn't solve the problem for you. It asks if you're looking for someone who has the same religion/culture/religion group/culture group, etc. Male/Female, Great house or not. It shouldn't be too hard to find Viserys.
 
With the "find character" tab (it's one of the buttons below the minimap) you can type in the character's name in the box above the filter buttons, and it will search for that as well. You can even search for traits, by typing e.g. genius, and it will return all characters with those.

For Viserys and Aemon specifically, you can also follow family trees from known Targs (if you are starting after they have been deposed, you can look at the title history of the Iron Throne to find one, remembering that Viserys is the son of Aerys II, and Aemon is the son of Maekar).

Chances are Viserys will be unlanded, as he was a little child when he fled, and his father controlled the Crownlands, and Rhaegar, Dragonstone. I believe Aemon is playable since he is a Maester, I don't know really.

I heard the AGoT mod allows you to play unlanded characters but I don't know how, since no one's ever really done an LP or AAR on, say, Hodor.

It'll take self restraint but you can play as Viserys. If you don't want it to be lore breaking you need to find the least lore breaking circumstances of making him landed.

Push the ` key on your keyboard (above tab) and in the console type "charinfo" without the quotations.
Highlight Viserys and then find the province you want to give him and type:

"give_title c_pentos (viserys charinfo number)" and hit enter. <-- in this console command you just gave Viserys the county of Pentos and the vassals under that. (It would be wrong demesne type so you probably wouldn't want to do it this way unless you make Viserys the magister/archon/triarch by giving him d_pentos and k_pentos) You can look in the mod/AGOT/common/landed_titles to find the name of whatever specific county you want to give him.

Afterward type "play (viserys charinfo number)" then do a quick save and now you're Viserys.

Afterwards I recommend you make a vow that you won't ever touch console again or you risk making your game really boring.

The other and more elaborate thing you could do is create a mod that gives Viserys an unlanded duchy like Daemon during the Blackfyre rebellion. Then use console to spawn event troops as your retinue and attack the throne directly. Thats more lore friendly but still a completely far-fetched alternate history. The most lore friendly Viserys run you could possibly do is play as the mad king during Robert's Rebellion and raise Viserys to not be a drunkard lunatic. Otherwise, he's destined to die shortly after his inception in-game.

If you truly want to play a custom story where you feel especially immersed, you'll have to play as the recommend characters provided or submod it. (The recommended characters all have really fun stories and unique events so I recommend that route)
 
I'm willing to use the console to cheat things.

In particular I'd like to go back to before the mad king became king and play as King Aemon the young-old-blind-guy the 50th or whatever the number would be.
