How to form empires?

I am the Norse King of Norway, and I would like to form an empire. I understand that I have to have 3 kingdom titles, a lot of gold, and 150 realm size, which I have and the option hasn't appeared. I have vanilla empires disabled so that only the ERE and HRE are the de jure empires. How would I go about this? Thanks

Open the title finder (default shortcut '?') and type whatever you want, like Norse Empire, click on it and hover over 'Create' to see the reqs.

Non-cultural titles usually also need a specific province, cultural ones generally don't

You may lack prestige/piety or one of your three titles may be titular, or may not fulfill one of the cultural/religious conditions.
