Anyone know how to actually create the Dalai Lama title?

Tooltip says its through special decision, and I'm an open Bon independent King owning Lhasa and its holy site barony with enough money and piety to form it but no option in either intrigue or the title screen itself?

Do I have to be an emperor? Do I have to give the barony out?

Bon is a terminology that seems to have been used incorrectly by Paradox. Correctly it refers to a variant of Buddhism in Tibet that arose from a melding of old Bonpo traditions with Buddhism in Tibet in the 11th century, rather than the myriad old Bonpo traditions themselves that well predate the arrival of Buddhism in the region.

As such Bon in CK2+ refers to the Buddhist with Bonpo tradition variant of Buddhism, rather than the pre-Buddhist, shamanistic variants we call Gnyan'po Cho'ga.

The first few, short paragraphs covering Bon on Wikipedia gives a sufficient summary on the matter.

Sacred Rites in Tibetan. There's no formal name for them so I made it up.

གཉན་པོ་ཆོ་ག་ in Tibetan script if you want to plug it into a dictionary.
