We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
That depends, but generally it is as follows.
1. When there is a crusade going on, the catholic ruler with the highest piety usually becomes the Papal Controller (PC)
2. When there is no crusade going on and the Pope has dynastie-members who are rulers then the nearest to relative will be the PC
In both instances you will not automatically become PC, since a new PC is only calculated when
1. The current PC dies
2. The current Pope dies
3. When you save and reload
But there have been reported many instances where someone became PC while he didn't have the highest piety nor was he related to the Pope. So there maybe some other infleunces (which no one has found out yet).
If a Crusade is happening the Catholic feudal ruler with the most piety is Papal controller.
If a Crusade isn't happening it goes to a "close relative." Nobody knows the exact formula for determining closest relative.

Is there anything you can do to make yourself into the closest relative to the Pope or his heir?
1: Assassinate until you are the closest living relation of the Pope
2: Create bishoprics for church educated relatives to boost their standing in the church
