How to make a mod to upgrade naval units?

I would like to make a change to update the DD and SS units.

Is it possible?

To upgrade to actual next level model - thats impossible. Naval units aren't upgradeable - thats fixed in EXE.
you can go around that problem by upgrading brigades.

Changing unit brigades values, tech research. Lots of work tbh for not so good effect, as the actual model will not change.
