How to make oubliette more effective?

Hi,

My prisoners in oubliette live longer then people in my council...
C'mon, it's not likely.

How to make oubliette more effective? So that whoever is put in oubliette lives for a maximum of 3 or 4 years.
Is there some good mod to do so? Or where I should mod the game files to do so?
