How to manually create vassals from any province?

What do I have to do?

I realize I got to create at least a monarch file, but what else do I have to add where?

A monarchs file is not necessary, what you need to do, if understand what you want to achieve, is to make new entries in three files: revolt.txt and countries.txt, both to be found in the DB folder, and one in countries.csv in the Localisation folder. You can look at the existing ones to see how to do it.

Any country without a monarch file will have an eternal 6-6-6 monarch generated (using the leader language for the name, if I remember correctly).
