I am playing as green goblins (Romulan)

Game events are about to force me to move the capital so, I have abandoned my original home system

This being a paradox game, ofc the main story / quest line is bugged.
The game helpfully designated the last colony I have founded as capital and I don't seem to be able to change it to the one I have prepared.
I also don't seem to be able to build the Imperial War College on any other planet

Assist?
 
I do not think you can manually change the capital, so hopefully you got sent to a good colony at least. And also I do not think you can rebuild the war college, though, fortunately, the function it provides is not unique.

I am in the middle of the Rommie playthrough myself, and I will see what happens for myself soon, so if I have a new idea I will tell you.
 
Also playing Romulans. No you cannot select the new capital as far as I can tell. It really sucks as I was colonising a bunch of recently terraformed worlds and it auto-moved my capital to the most remote one.

Bigger problem, moving capital has seriously bugged the trade routes. Half the routes go to the new capital, but they are not concatenating correcting, leaving the laughable trade total of 14, killing my immersion and enjoyment. The rest of my empire's trade routes are on an unconnected circuit going to the blown up Romulus, and give me nothing. I've tried deleting starbases including at Romulus but whilst it reroutes the trade somewhat it does not fix the problems. Unlike in Stellaris you don't seem to be able to manually re-route trade routes.

Being able to select a new capital to somewhere less remote might help, but of course that's impossible.
 
You can edit the capital planet in your savegame. I'll explain exactly what you need to do.
  • First, you need the id number of the planet you want to have as capital:
    • Start up your save
    • Open the console (type <`>/<~>)
    • In the console, enter 'debugtooltip'
    • Now go to the planet that should be the capital and hover over it, you should see the id number listed under 'DEBUG'
  • Now, you need to edit the savegame file
    • Exit the game
    • Go to the save games folder in Paradox Interactive/Infinite in Documents
    • Copy the savegame (just in case) and change the extension from .sav to .zip
    • Open it and extract the 'gamestate' file
    • Open this file in Notepad
    • Ctrl+f for room="[FACTION]_01_transmission_room", replacing [FACTION] with either 'romulan', 'ufop', 'klingon' or 'cardassian', until you see 'capital=' one line below the search result (it may be further down, I think when the faction isn't the player faction)
    • Replace the id number next to 'capital=' and save the file
    • Add it back to your savegame .zip folder, replacing the 'gamestate' file
    • Change the .zip extension back to .sav

I've tried this myself, and it works: I succesfully made Khitomer the capital planet of the Romulans. You can also find the id number of the planet in the 'gamestate' file itself, but I think it's easier to just find it in the game using the debug tooltips.
