Sometimes game won't recognise modded instances as having the same version. This can be due to different load order or config variation in a single file of any given mod.
  1. Make sure all players are subscribed to the same, up to date mods and have only them enabled. (Steam workshop modlist can be useful). You don't have to delete or unsubscribe from unused mods, just disable them.
  2. Zip your entile Stellaris workshop folder (by deafault C:\Program Files (x86)\Steam\steamapps\workshop\content\281990 ) - free 7-zip on medium or maximum compression will do fine
  3. Upload your 281990.zip to a filesharing platform (Goggle Drive, Dropbox etc.)
  4. Let other players download your package and extract it to their \workshop\content\281990 folder (overwrite all).
  5. Share your load order. By default in C:\Users\USERNAME\Documents\Paradox Interactive\Stellaris\game_data.json
Now it's Just a matter of copy-paste into that file for all players. If that doesn't work use Bandicam etc. to screenshot load order.
