I recently bought the new Samsung G9 OLED with 5120x1440 and I wanted to play Victoria 3 on it (and also HoI4), but it doesn't work well on the full resolution since names for countries disappear when they are displayed a second time, and also it isn't as useful.

So instead I want to play in either 2560x1440 or 3440x1440. Sadly Paradox Games don't play nicely with VDM from iShadow, so I tried regular windowed mode instead.
When I try to set 2560x1440 in windowed, I don't have a window to move the game around and the game is just displaed in the center of my screen. If I go to 1920x1080 I have the expected window to move around, but this is far to small to use.

It is fine if the game doesn't work in 32:9 which is an extreme edge case, but it is weird that regular 16:9 windowed mode with vertical resolution of the pyhsical screen doesn't seem to work.

I think 'fullScreen' in this game is actually borderless windowed, there is no classic fullScreen mode. But why you get a border in one resolution but not another, I have no idea!

I can't think of any solution other than reporting this as a bug in that forum, I'm afraid.
 
I think I do.

When you choose 2560 x 1440 as the size of your window, the height is actually the same as the height (in pixels) of your screen. The v3 window most likely has a border (and title bar with caption), but is positioned in such a way that the business end of the window (the client area) is fully visible. Which means the caption bar is at the top, just outside of your monitor.

If this is indeed the case, then you should be able to move the window around by pressing the <alt><space> key combination. This should call up the system menu for the window, and one of the options there should be to move the window around. When you choose this option from that menu, you can use the arrow keys on the keyboard to move the window about. Moving it down should then reveal the caption bar, but the bottom of the client area will move out of sight below the bottom end of the monitor.
 
yes and no. The trick by moving the window using the keyboard didn't work, I already tried it before, But I found a workaround, when I toggle autohide of my taskbar the Vic3 window moves down and I can drag it around.

But as you said part of the screen is obscured by this, and even more if the taskbar is visible.
