I have created a new mod that sets up new "buildings" files and uses new "building_groups".
I did not include it in the "investment_scores" of "building_financial_district" and "building_manor_house".
During testing, I found that the AI would normally expand itself and give ownership to local workers. However, it would attempt to privatize itself, which was not expected.
I originally thought it was caused by a bug in version 1.7.3, but after fixing it, I found that the problem still existed.
So I came to ask if there is any code that controls this issue, but I missed it.
 
If you always want it to be workforce owned, there's a line for that. See gold fields for the example.
