I raised taxes for my AAR. Also, I negotiated as many trade deals as possible.

Making some tribes your tributaries would also help a bit.

So is it that bad? Most of the campaign I'm just jealous that the neighboring states are building a lot of things while I lack the wealth to do missions that cost 100 or more, while I only earn around 1 even with minimum maintenance without having increased the legion.

Plunder cities with your king and take the money for your nation (if you siege a city with a general that is not your king, the money from the plunder goes to him).

That will give you enough money to kickstart your nation.

Then, switch to lower maintenance for forts when not at war or directly destroy them.

Change to export bonus in the economy tab and move slaves to cities and settlements to have a surplus of goods so you can export them.

@IsaacCAT's advice is good.

Epirus starts in this... unenviable position. My advice worked for me.

Actually, when playing Epirus, there are a few paths. You can attack tribes to gain more tribute or levies, go Greek and attempt in the Diadochi wars (best of luck with that without allies, though - the bigger Diadochi have a ridiculous number of levies), or attempt to thwart Rome by vassalizing or attacking the states in Magna Graecia (southern Italy). There are missions for that last option in Invictus.

Some missions do take long time to be finished. My judean mission was finished after 150 years in game.
My point is. Do not dedicate your play to the missions, play the game, fight other nations and do missions on the way.

Maybe quite cheesy but the easiest way to play Epirus is to early war Rome ASAP. Before you unfreeze start fabricating in Latium. Usually Rome goes for Samnium first, so request military access from Etruria and park your army there. Hopefully Rome will still be struggling with Samnium or will be at her second war with an alliance of small tags from the South of Italy. Declare and make sure Pyrrus sacks as many cities as possible around Rome. Avoid confrontation and siege down Rome itself. You can also hire some mercs from N. Italy with the money you have accumulate from sacking Roman cities. Start integrating Roman culture once you get your first few Roman slaves and before you peace out with Rome! Once you piece out you are an on your path to greatness with a strong economy levies and a war chest.

If you feel the above is to gamey and would like to win Rome at a fair fight, some tips on saving/making money are:
Dispense your starting legion as it is quite costly. Have Pyrrus sacking as many cities as possible. Take the option of imprisoning nobility and then sell them all to slavery. Defeating even a one province minor can get you a few prisoners that can give you 50 or even up to 100 gold if you are lucky. Enjoy your game!!! :)
