How to unlock GER marine techs?

Looking at HoI2 DDA 1.2 with C.O.R.E 0.3.2 and the color gfx pkg, as Germany, '35 marine (9bn) is crossed out. Clicking on it doesn't highlight any requirements except for '34 Equipment which is researched and I didn't see anything in Naval Doctrines that was tied to it. I have searched the first several pages of this board and some of the Terranova forum as well.

Is this WAD or did I overlook the prerequisite?

There should be a tech in the Naval Doctrines activating MAR units.
