Not all forums have had their settings adjusted for the new forum software so it is left with the setting that were being used in the old software which apply very differently here, especially now that we have implemented a CDN system for the attachments. They will eventually get ironed out and be more consistent.

5 is indeed the maximum as we don't want users to create new groups over and over instead of actually using the ones they create.

They should already be there as they are not limited to certain forums (there isn't such an option ). Remember though only the thread author can add threadmarks.
