HQs were generally a "tech-level" behind in mobility IRL, so it's not too strange IMHO.
Regardless of level there were a lot of stuff that had to be moved and with improved transport-capability the speed increases.

I also think that the low speeds, especially in 1918-HQs, are there to make sure that you can't advance too quickly without losing the benefit of the HQ...
 
I can understand that for the HQ'18 or even for lvl2 HQ, but for lvl3HQ? With blitzkrieg and fast moving armies (Arm, Mec, Mot are at least 4 times faster than HQ) you lose HQ effects after the first attack, and if you continue the attack, HQ stays out of range for a long time. What's the purpose of it if it moves at speed 2, barely faster than garrison. Even the slowest infantry at speed 4 moves twice as fast.
 
Remember, HQ maxspeed is increased by most land doctrines, but by different amounts in each tree. The Blitzkrieg tree gets incredibly fast HQs by the end, the Attritional Containment gets much slower HQs, and so on.

aaaah, very true. I forgot about the speedincrease through doctrine... :)
 
By 1943 I usually have 6 or more of them so I don't have to shuffle them too much, I just attach them to my strike forces and that's it, but with this speed the only thing I can attach them to is infantry, and that's not exactly useful...
