HRE & Capital Moving Decisions

In my latest campaign, Neva was briefly captured by Sweden (which also was HRE Emperor) and added to the Empire. Then Russia got it back, and it became a HRE prince as soon as it took the decision to move its capital from Moskva to Neva/St. Petersburg. I'm pretty sure that this is not WAI. Ideally the decision would only allow to move capitals if it would not cause the nation to join/leave HRE. Sadly I don't have an exhaustive list of such capital-moving decisions. I know that Poland also has one for Warsaw. This might also include some country-forming decisions that don't check for HRE status, such as Kurland (?). Unsure if this should go to the bugs forums or here.

Could very well have gone into the bug forum. This was a very good find!

I'll likely make sure such decisions remove the province from the empire if you're not part of it.
