I was playing with Savoy today, and I got an event in the first couple of months saying that Savoy and Burgundy were incorperated into the HRE as electors. In the "history" it says that Bavaria protested, but finally agreed when Milan became an elector because Bavaria though they could aquire Milan through marriage. However, Milan does not become an elector.
