Hybridizing Culture with additional building slot Innovation won't give you additional building slot

Description​

I hybridized my culture (Nubian) with the Egyptian culture to create the Abyssinian culture. This hybridization gave me the Windmills innovation. However, lands of the new Abyssinian culture do not have 5 building slots.

Steps to reproduce​

1. Have culture without a building slot innovation (possibly just Windmills)
2. Hybridize with a culture that does have the innovation
3. Note that the new culture doesn't have an additional building slot

I exited then reloaded the game and the building slots then showed up. Having to reload is definitely not working as intended.

Something is still funky because I can't build windmills in Abyssinian counties even though I now have the extra building slot.
