Raiders constantly attack as well, taking back not only those noble prisoners and even the emperor's family members (who are either ransomed or devoured) but also countless slaves. Rome even has to pay tribute on top of this.
This is the work of the Empire of Libya. Shunning clothing (and no doubt making prisoners and slaves do the same), it it ruled by the powerful yet insane High Priestess Juliana, who preaches her idea of the word of Aphrodite. She is simultaneously a vampire, a werewolf, and a bisexual, and has been alive for over 200 years. She is depicted in a golden statue in Carthage, and by her side is her scheming daughter Publia, queen of Garamantia, who is depicted by another golden statue in the University of Utica.
Some say High Priestess Juliana hates Rome because the Romans killed off the old Carthaginian Empire, but giving her forgiving yet sadistic nature, it's more likely she simply torments the emperors of Rome for fun. A few decades ago, after her first imperial slave raid against Rome, she forced the captured wife of the emperor to join her court, and she even became a champion. Times have only gotten worse since then. Captured siblings of the current emperor Hierotheos, and even the emperor's mother, have been devoured following their (headcanon: very public) torture, but his wife was so disconnected from reality following her torture that Juliana thought it more amusing to force her to convert and send her back in her shattered mental state for her husband to see.
In High Priestess Juliana's court are the sword of King Solomon, a branch of the Tree of Life, the spear Ascalon, and the Dagger of Rostam. The palace also displays two noteworthy books, one about the delicacies of human flesh and the other about all manners of torture.
In this world, all fear High Priestess Juliana, leader of the werewolf cult, yet many get the courage to approach her out of attraction to her great beauty.
