I cannot send my castellan to a holding in order to improve castle?

I play as King of the Iron Throne, I recently build a holding in Woodmere, and paid for an upgrade to a small castle, however, my Hand won't go there when I try to click him, the province is greyed out?

Is Woodmere a province you directly own? If so the only problem I think is it bugged out. I had that happen in a MP session in which none of us could place our councilors. I saved and restarted it and was working again.

You can only send your castellan to improve holdings on baronies/cities within provinces you control directly, as Smuckers said. I think that's your problem.

No it is not under my direct control, it is under the control of a Stormlands vassal, I just built a Castle there, hoping to have more income. If I build baronies in my direct vassals provinces, will I be able to upgrade them then?

You can only upgrade holdings in provinces you yourself control. So you're Storm's End? You can upgrade a barony in Storm's End, but not in Tarth. The province owner has to be you or the holding in control of you in order for you to upgrade it.

The good news is that your vassals will send their castellan there to upgrade them if you build the upgrade there.

See on a court character tab of your vassal who is his castellan, and check if he has that little working icon on his portrait.
