I can't figure out how water works

I build multiple of all 4 water buildings all over the map and my water storage never gets any higher than about 22.
I've tried building them right next to each other, with water towers' "radius" thing overlapping, and nothing seems to make any difference to how much water storage I have.

Is it water storage? Or maybe it is actually production you are having trouble with?

The only things that produce water are wells and water collectors (basically pumps in lakes). Water towers don't produce water.

There's also 2 kinds of Water Storage buildings.
- one for Colonists' use
- one for Buildings' use
One type cannot be used by the other.

So in a Heatwave, if Buildings' Water Storage gets emptied out first (as Colonists have priority), when there's not enough Production, the Irrigated Fields and Cookhouse/others will be complaining of not having any Water.
