I cant find my seeds

I'm having an issue where my forestation plants have no seeds, yet my inventory says I have 39 (or whatever). If I click on Seeds in the top bar it cycles me through all the locations where seeds are but if I pay attention to those numbers, it only adds up to maybe 5-6. Where are the rest of the seeds?

I have the same problem, over 100 seeds in the inventory but open farms and forestation plants stopped due to lack of seeds, and no seeds in any depots.

None whatsoever.

Now what is really really interesting is I loaded up several save games from the 21st (when I posted this) to find one to upload for you...they are all working now! As I cycle through seed locations they are all accounted for now! I promise you that was NOT the case when I save those games last month.
