I can't get the "policy" menu to come up from the bottom left corner, when I press the menu button to call it, it shows nothing but a cross mark. I did not do any MOD or modification to the game. I played the vanilla game and added Thai language with the Workshop which is my native language.

But the Thai language stuff in the Workshop IS a mod!

If you disable all mods, including that, and start a new test city, do you still get this problem?
