I can't roll back to version 1.16.0

Description​

When viewing the "Betas" table in Steam, version 1.16.0 is selectable, but not versions 1.16.0.1. and 1.16.0.2

Now when you select version 1.16.0, it downloads 1.16.0.2

My save hasn't worked with any version after 1.16.0 (not 1.16.0.1, 1.16.0.2, or 1.16.1). Now that Steam auto-updated to 1.16.0.2, it's unplayable.

No mods, all DLC except Khans.

Steps to reproduce​

1. Open Steam to Crusader Kings III store page.
2. Go to Properties > Betas
3. Select Beta Participation version 1.16.0
4. Click Play

Expected Outcome: Playing version 1.16.0
Actual Outcome: In the Paradox launcher, it says it downloaded 1.16.0.2
