Things I tried already
- reinstall Cities: Skylines
- untick the "read only" box for the saves game folder
- make an execption for the cities: skylines.exe in my anti virus
- checked windows firewall (still disabled)
- removed all mods
- updated NVIDIA drivers
- I also tried removing the saves folder
- saving to the steam cloud

checked windows firewall (still disabled)
Failure to save cannot ever be a firewall issue, as they are written locally.


Please gather both these two informational files, and attach them here:

...\Steam\steamapps\common\Cities Skylines\Cities Data\output_log.txt

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

No errors, last time I played the game in 2023 it worked fine.

I wonder how that got set? that is not normal.

Windows graphical disign issue makes it look like it was set like that but it wasn't. Had to go to the Microsoft forum to get that information.

Which AV do you have?

Make sure cities.exe is in all its exceptions lists.

If that doesn't help, that output log doesn't seem to show this problem. Please load or start a city, attempt to manually save it, then attach here that new log file. Thanks.
 
I dubble checked and added it to ther exseptions of cryptomining prevention to but it didn't help.

Attached is the output log of me starting up a empty map, building a road trying to save twice and shutting down the game.

As you can see, something is still getting in the way of the game accessing its files
UnauthorizedAccessException: Access to the path "C:\Users\mathi\AppData\Local\Colossal Order\Cities_Skylines\continue_game.json" is denied.
If BD is the only AV app you have active, you may need help from their support so that cities.exe is allowed to read and write where it wants to, in particular system folders such as those under AppData.
 
I Managed to fix my problem.

-Uninstall Cities: Skylines
- delete collossal orders folder in appdata/Local
- reinstall Cities: Skylines
- add cities.exe to AV exceptions
- run the game
