In fact, the Manchu have a completely different culture from China.
But it collapses the Ming Dynasty, builds the Qing Dynasty and accepts all Chinese culture.
It also appears in past history.
Many nomadic countries such as Sui, Tang and Mongolia dominated China.
Therefore, I hope that the people who get mandate of heaven will accept Chinese culture.
On the contrary, if ming lose mandate of heaven, it should lose acceptance of Chinese culture.

Neither Sui nor Tang were nomadic.

Switching to Chinese culture is likely going to be beneficial to a Chinese emperor. Especially as you risk a disaster if you don't accept any chinese cultures as emperor.
We do not however force it upon those that seize the Mandate. It's something they'll have to try to deal with themselves.

I think that the Manchus should be part of the Altaic culture group or their own, and that the person who becomes emperor of china either automatically accepts all Chinese culture groups, or has the option to do so for a cost.

For example the Yuan saw the northern Chinese like their lowly subjects, but considered the southern Chinese semi human. Maybe make it so that it's cheaper to accept Chinese cultures but for every culture not accepted you'll loose mandate based on development
