I need more reserves

I'm playing as the Netherlands and I have a lot of Pershing tanks. The problem is, is that there is nobody who can use them (kinda what Saudi-Arabia has with its airplanes today). So, how do I get more reserves?

Either increase social spending and wait for your population to grow, get free flow of labor force treaties through diplomacy or subjugate new territories (in your case, try to take back the colonies!)

Increasing military salaries under the "Defense - fabrication" tab will help as well.
