Just bought the Grand Edition, but Steam says I don't own Sphere of Influence. I know it is not technically in my library however it says that I can still buy it for myself. Is this normal and it will be delivered to me on release or is this a mistake?
 
This problem should be fixed by now, you should have that DLC available to you in the game.

If not do a Steam Verify Operation against the game.

If that too doesn't help, contact Steam support for a free key for the DLC.

I had this same problem with a Nov 19 purchase - Steam support sent me to the Paradox support email and I've submitted a ticket there. I've verified game files today, no luck.
 
I am experiencing the same situation. I bought Victoria 3 Grand Edition 2 days ago, but the purchase page for the Sphere of Influence additional package is still available, and I cannot see it among the additional packages I have on Steam.
 
I've deleted my post above as it was incorrect; I was confusing this DLC SoI with the other one Colossus of the South we had issues with recently.

SoI has not yet been released. For season pass owners it will appear in your Steam accounts on release day.

Just making sure, but this applies to Grand Edition owners as well, right?

It applies to all season pass owners, regardless of whether you got that pass via the Grand Edition or bought it separately.
