Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Conquered and colonized all of Boiohaemum as Boi, waited several months, no achievement.

Try going to the main menu, opening and closing the in-game achievement browser from there, twice.

 

[Ziggarius]

First time opening the in-game achievements triggered it. Yay. That is very silly that has to be done... other achievements I didn't have to do that with.
