Please explain your issue is in as much detail as possible.
Hi. I am having problems with behavior from subjects and allies. For example - playing with Byzantion, Nations ranked higher than me sent me alliance requests, just to intend to break them almost immediately. I tried to call my allies to war, 4 vs 4 and quite evenly matched, but they were all negative due to "negative war balance". Now as I am playing Rome my subjects are disloyal due to "relative power" to overlord. As seen on the attached screenshot, Frentania (with 4 territories) have gets -40 in loyalty due to relative power vs Rome (with 40 territories). I have come to the conclusion that the game somehow calculates the relative power wrong. Are there any solution to this?

Steps to reproduce the issue.

Raise your levies before negotiation. With the new system the game does not count your armies if they are not standing.
