Building a port removes the +5 % coastal bonus to population capacity

Please explain your issue is in as much detail as possible.
I noticed in my Rome game that Ostia lacks the +5 % coastal bonus for pop capacity. I checked other cities with ports and they all lack that bonus. Provinces without ports do get the bonus.
Steps to reproduce the issue.
Start new game as Rome. See Ostias pop capacity bonuses. Remove ports and watch the +5 % coastal bonus appear.
