Co-ruler becomes unemployable after government shift

Please explain your issue is in as much detail as possible.
Although I got bored of reporting bugs, cuz they are so numerous, I found this one funny enough to bother. So, if a character was your co-ruler in whatever form of government that exists and you change it (perhaps only by mission), he is considered co-ruler forever and you're no longer able to employ him. It was particularly funny/annoying for me, cuz he twice became a rival of my ruler (and that he's a head of a family), because he wanted a post in the government.
Steps to reproduce the issue.
Par example, Carthage post-revolution mission allows you to swap government form to Oligarchy from starting Aristocracy, so that you lose a co-ruler slot. Then it will be easy to notice that the character is still considered co-ruler somehow
