Please explain your issue is in as much detail as possible.
On the Traditions tab, it says that the Confederations tradition in the Britannic tree increases Levy Size by 2.5%, but the actual increase is closer to 25%. For example, in the attached screenshots Lusitania went from 8 to 10 and Contestania went from 20 to 26.

Also, using GOG rather than Steam, but that option isn't available as a platform selection.

Steps to reproduce the issue.
Select the Confederations tradition from the Britannic tree

Pretty sure everything is working as it is supposed to here.
Going from 10% of people being levies to 12.5% is in fact, a 25% increase.

But the description of Confederations says 2.5%, so the effect is 10 times larger than what is described.

No it's not. I'm bad at math so i don't know how to explain it to you very well, but it is working as it should. It is additive, not multiplicative. Meaning that if you have 100 people who could become levies and your levy % is 10% you get 10 units. If you gain another 2.5% levy modifier then this means you now get 12.5% of the 100 people as levies, meaning your army is now 12.5 units(Rounded up or down).
