Please explain your issue is in as much detail as possible.
World Port Modifier (+15% Pop Capacity +25% Tax) applied to a different territory than in the tooltip explained, both beforehand and afterwards. Attached is the tooltip and the territory it was applied to.
Steps to reproduce the issue.
Play as any nation; unlock the "Trade Ports" Invention in the Civic tree. I know that a fleet can modify the placement, but I have dibanded mine before unpausing the game on day 1 and since not recruited any.
