Event released countries do not get proper assigned culture

Countries that are released by event or mission don't get their culture assigned properly. Instead, they keep the dominant culture of their capital.
Steps to reproduce the issue.
In the attached save, Carthage can release Epikrateia by completing the last task in the Sicilian mission tree. However, Epikrateia is released with Siceliote culture instead of Punic culture like it's supposed to be. This seems to affect all other releasables with a predefined culture (e.g. Carthago Nova, Tartessos, P'mpe, Olympia, etc.), especially those who are supposed to have a primary culture that's different from the capital dominant culture.
