Please explain your issue is in as much detail as possible.
Have scorned families bringing you down? No problem, the solution is:

BOATS BOATS BOOOOOOOOOOOOOATS!

Steps to reproduce the issue.
1. Scorned family? No office slots? No governor slots?
2. Make 1 boat and put the scorned family as commander
3. More scorned families?
4. MORE BOATS! Look at this important person, he has a boat and now hes happy!

Well, he has a responsibility and earns a salary. Are you sure that is worth it? For the character maybe, for the nation not sure.

Base power is more important than scorned. If that family is not loyal but has no base power, you do not need to worry about the -5 from scorned family.

The salary is quite significant, regardless if only one boat is commanded. In Republics, an appointed Admiral also brings 100% of his increased political weight into the senate (unlike Governors or Generals; and before this is questioned as well: it is intended for balance reasons that Admirals have full weight, despite being surely debatable in terms of immersion). If the faction leaning is for one not fitting your plans, it is another cost.

Does that mean this strategy is useless? No, from time to time it is useful indeed.

Is it buggy? No. I neither see a technical bu nor a huge balancing issue - and the devs have stated that they are aware of this strategy and consider it ok because of the price tag.

Could the mechanic be improved? For sure, but thats a thing for the suggestion forum and not for the bug one.

So you think putting 5 characters as commanders on 1 boat fleets is intended design? Then it is bad design.
Is not the best play but that does not means the game needs to restrict this if the player wants to give in to the families request for jobs. The scorned family is not a basic mechanic that is required to ‘win’.

You are free to do that, since it is allowed by design (for the same mechanical reasons it was in the past allowed to create 5 support donkey units and appoint 5 Generals, each commanding one of them...perhaps it will be gone one day, when the naval aspect gets a rework. I wouldn't mind it ;) ). I doubt though that is a absurdly powerful strategy: If you are tight one gold, the monthly extra income of 1% per Admiral hurts. And if you are floating in money and it doesn't, you could as well bribe people, buy friendships, allow free hands, arrange triumph marches, hire tons of mercs (to inflate the nationwide powerbase pool with loyal powerbase) and give out extra salaries to boost loyalty of entire families. Not sure if this tool is so much better for keeping loyalty up and as @IsaacCAT pointed out, pleasing scorned families is neither the only way to play nor does it equal quelling any civil war risk.
