Impossible to appoint members of a new family as admirals or as tribunes

Please explain your issue is in as much detail as possible.
A new family has risen, however I can't appoint its members as admirals or as tribunes of my legion (they do not appear in the list). However, I can appoint them as researchers or give them a government office.
I let 2 years pass. Reloading does not change anything.
[I also have Heirs of Alexander enabled].
Steps to reproduce the issue.
Load the game and try to appoint an admiral from the Gadarid family (There are several adult men of age)
