Description of problem
I've unlocked three achievements, but now none of the others will unlock

What platform are you playing on?
Steam
Please select any/all DLC you have enabled.
Hellenistic world flavor pack, Epirus flavor pack, Magna Graecia Content Pack, Epirus Content Pack
Do you have mods enabled?
No
Please explain your issue is in as much detail as possible.
I was able to earn the 40 technology and surivve a civil war achievements so I know it's possible for me to get them. I recently formed the Roman Empire and haven't gotten the Empire achievement.
I've conquered the city of Carthage and made friends with rulers but figured maybe something went wrong gameplay wise with those.
At this point, I'm assuming that there are plenty of achievements I SHOULD have gotten but can't get for whatever reason. I know I should have the Empire forming one. And this is all the same ironman achievements enabled playthrough
I've attached my save game if that might help you.
