Map editor CTD due to navmesh cache

What game version are you running?

What platform are you playing on?
Steam

Please select any/all DLC you have enabled.
Hellenistic world flavor pack, Epirus flavor pack, Magna Graecia Content Pack, Epirus Content Pack

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
I get a persistent CTD when trying to run the map editor when the navmesh.cache file exists in the following map:
\Documents\Paradox Interactive\Imperator\gfx\map\spline_network

In the error log I find the following message:
[pdx_assert.cpp:566]: Assertion failed: Not ingame and not mapeditor?

Steps to reproduce the issue.
Start the map editor. Generate a navmesh, exit game and restart map editor. The game crashes when the navmesh.cache file is present, but when I delete that specific file I can start the map editor.
