Mercenary benefits tech doesnt work

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Playing multiplayer as Carthage
Got he Mercenary Benefits Tech
bought mercs and fought rome
rome bought off my mercs

Steps to reproduce the issue.

As the Rome player on the other side of the conflict, can confirm this. Nothing indicates that I can't just buy off the Carthaginian mercenaries like normal. Only difference was when I bought one off, they didn't engage the other armies that were in the same tile, but instead were able to just march away (may be because of exiled divisions mechanic though).
