Oligarchic republics start without characters old enough (40+) to be elected Archon

Please explain your issue is in as much detail as possible.
to be eligible for election in some forms of republic, characters need to be 35 or 40 years old. if nobody meets this requirement, there are no meaningful UI-elements to discern who will get elected or why. This may not be new for 1.5, but alongside the changes to the senate system at large, it can make it unintuitively difficult to avoid low approval, particluarly in the early game

Steps to reproduce the issue.
Load up a new game with any (small?) oligarchic republic, like Amrakia. look at / hover the Archon candidate / election interface in the government view.

Yes, I would like to see that fixed as well. Affects more or less any republic goverment, though the degree varies (Democratic Republics suffer least, Oligarchic republics most). Also important that we have here two sub-issues:

- The lack of potential future rulers discussed in this report
- The ruler generated at the start of the game simply ignoring the govermental age rules, as shown in my report for an earlier version ( https://forum.paradoxplaza.com/foru...ics-nearly-always-ignore-minimum-age.1377230/ )
 
This oversight has not been addressed as of 2.0.1 Most oligarchic republics in the game still start the game without any characters above the age of 35, thus making it impossible to interact with the first consular / archon election that is scheduled to occur 5 years after game start. Some of these oligarchic republics even lack anyone over 29, making the first two elections coin-tosses or obscured from player insight & interaction.
