When releasing city under municipal rule culture decision, the primary culture of the released tag is locked to freeman and not noble.
Steps to reproduce the issue.
Start as any nation, use culture decision municipal rule, tag switch to new tag. Primary culture will be freeman, and not integrated as citizen or noble.
