Please select any/all DLC you have enabled.
Hellenistic world flavor pack, Epirus flavor pack, Magna Graecia Content Pack, Epirus Content Pack

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
As Sparta you cannot enact any authority laws because it requires the invention "scientific patronage" which is completely missing.

Steps to reproduce the issue.
Open the invention tab, go to oratory advances, find military patronage and you will see that scientific patronage is missing as Sparta.

The Scientific Patronage invention appears after attaining (or starting with) Local Power Regional Power status.

Edit: You mean Regional power, right? Because Sparta starts as a local power and that screenshot was taken right at the start.
