Subejcts can use "demand military access" interaction (while not being able to negotiate for MA or declare war)

Please explain your issue is in as much detail as possible.
Subjects can't ask someone else for military mccess and they can't declare war on anyone, but using the diplomatic interaction "demand military access" either gives you that access or provoces a war you could not declare. For my taste thats quite inconsistent and I think that interaction should be disabled for subjects.
Steps to reproduce the issue.
Start game as any tag being subject to another. Toy around with the option to demand military access and see that using it either causes you to get military access you are prevented to negotiate for or that you get alternatively get into wars you could not directly declare.
