Description of problem
The event "colonia specialization" seems to remove colonia modifiers entirely.

When hovering over the cultural assimilation information in the population overview of my roman colony I see the modifier roman Colonia: +1. The next citizen will become roman in May 474. I complete the "Italian Colonia" mission task in the mission tree. The event "Colonia Specialization" pops up, and I select the last option "Their purpose will be to Romanize the locals" for +1 pop assimilation speed and +10% culture happiness. The modifier "Roman Colonia" does show up in the modifier overview of the colony. However, under the view pops info the modifier disappears, assimilation went down, and the next citizen for the same colony will now become roman in March 482.
The same holds for the other choices in the event. The choice that would lead to more building slots does not allow you to build more structures in your existing Colony.
Steps to reproduce the issue.
1. While playing as Rome, form a Colony through one of the mission events in the Roman Italia mission tree.
2. Complete the Italian Colonia mission of the Roman Italia mission tree.
3. Select any of the options of the event that follows.
4. Your Colonia modifiers in your existing colonies will now have disappeared.
