Three Great Fires achievement not firing

What platform are you playing on?
Steam

Please select any/all DLC you have enabled.
Epirus flavor pack, Magna Graecia Content Pack, Epirus Content Pack

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
I completed all the objectives for the Three Great Fires achievement after starting as Armenia but the achievement is not firing and still shows the lock icon on the achievements screen. I have both restarted the game and given it a couple of months but it's still not firing. Only thing I can think of is that "Persian Empire" also exists under AI control, maybe that's confusing the game?

Open the achievement tracker from the main menu twice in a row. Usually that fixes it.

Nah I tried that, worked for all of my other achievements, but not this one

I also started as Armenia and in my run there is no Persian Empire, and the achievement is locked.
I killed the Seleukids... still locked.
